nothing in the 14th changes or repeals the 2nd,,, and the 2nd is an individual right because it clearly says THE PEOPLE,,, not the state or the feds,,
The Constitution did not have the authority to protect individual rights from state abuse.
The 9th and 10th amendments say that.
The word "people" in the 2nd amendment is plural, implying a group right, like by a whole state.
It does not imply an individual rights, and the Bill of Rights has no means of being enforced.
The 14th amendment did not need anything to change in the 2nd amendment.
But the 14th amendment changes the 9th and 10th amendments so that the federal government gained authority over states and municipalities when it comes to defending individual rights from state or local abuse.
