I would go further than that because you CAN'T outlaw guns. They are here, ubiquitous and are a fact of life. Just like you can't outlaw baseball bats and knives or any other item that can be used to kill. Come to think of it, shouldn't we ban hands? They can kill as well and have a long history of doing so.
