I think you are missing the point. At this point in the Electoral Cycle, ambitious Democrats are hungry for the enthusiastic approval of the BASE. They don't care about general public opinion. The Leftist base is still PISSED about the results of the 2016 election, and wants their Leftists in Congress to do EVERYTHING possible to reverse the results of the election, even if it is doomed to failure, like impeachment.

If you are a pure politician, it is not a bad strategy. See also, Reparations, "Medicare for All," the Green New Deal, and other foolishness. All for the BASE. All pointless and hopeless.
