Only a sucker would continue to pay the exorbitant prices to live in those areas while the dregs of society are at their door. No culture in history has spent the amount of resources to end problems that we have. The resources have not been spent in a efficient manner. And frankly if an economic collapse or disaster happened the cities will be a bastion of ugly war zones.

If government employees take a pay cut and benefit reduction that would be a start to put resources into needs. Socialist needs. Work rules need to be changed and dependability demanded. Contractors and politicians need to be punished and jailed for corruption, graft and stealing. People with psyche issues need to be aware of with potentially violent ones definitely known. Same in CA, don't ask for a bag in a store--10 cents. Drinking straws are outlawed. Don't smoke in many parks and beaches. Indeed, if you live in an apartment or condo with a common wall with another unit, you can't smoke in your home. But in major cities you can piss and shit anywhere you fancy.
