They do not need a impeachment inquiry to compel testimony from public officials and official documents that are pertinent to a investigation. That power is granted by the Constitution. Trump is breaking laws by refusing to make them available to the House. The Constitution states that only a final impeachment vote is required. The Constitution does not require a vote on a impeachment inquiry and Congress can do it any way they want.
