The woman was just some adult who happened to be near the recording camera and her voice was captured on one of the videos when somebody in the vicinity asked "what's going on". Presumably she's specifically referring to the tomahawk chops (oh wait we're not supposed to talk about them are we) and that sort of taunting going on at that point. "Y'all are acting like a mob, that's what's going on. Fucking mob mentality".
