"Any candidate for governmental office that pledges or promises or otherwise declares the intention of enacting or repealing laws is held legally liable for doing so once in office. If within a reasonable time they do not enact such promised legislation they're subject to Impeachment or Recall."

Why we continue to let candidates make grandiose promises yet not hold them responsible for them boggle the mind. Especially when Congressmen assert their positions on Bills giving their word and are held to it. If they reneg on it at vote-time they suffer tremendously for doing so. Why we don't do that for candidates I have no idea.

That a man should fulfill whatever he has uttered (Deut. 23:24)
Not to violate an oath or swear falsely (Lev. 19:12)
Not to break a vow (Num. 30:3)
