Smadi was in the United States illegally, and unaware he was under continuous surveillance, and that the other members of his "sleeper cell" were all Federal agents.[3] The agents in his "sleeper cell" had supplied him with inert chemical, so his bomb had not posed a real threat.[5]

Think of what could have happened if even one or 2 of these had not been discovered before their planned attacks.i do believe Pakistan should be included in the list.
