With the November general election less than six months away, results of local and special elections are giving an eye-opening preview of possible voter behavior. While recent polls still show Democratic hopefuls, including presumed presidential nominee Joe Biden, edging out their Republican counterparts in competitive parts of the country, actual ballots are telling a very different story.

Special congressional elections in California and Wisconsin this month both yielded Republican victors after Democrats launched strong campaigns in both races. In California, Republican Mike Garcia beat Democrat Christy Smith by almost 10 points after receiving 10,000 fewer votes in the primary election just two months earlier. Garcia replaced Democrat Katie Hill, who resigned at the end of 2019, flipping a California House seat from blue to red for the first time in more than 20 years.

As stunning as Garcia's resounding victory for Republicans in California was, however, a shocking GOP blowout in the Staunton, Virginia city council election this week has given Democrats a reason to be alarmed.

Following the 2019 'Blue Wave' in Virginia legislature elections, however, residents of Staunton, which is supported in large part by private liberal arts college Mary Baldwin, came out in droves to support Republicans this week. Three Democratic council members lost to their Republican challengers in an unprecedented sweep by the GOP with a voter turn out that smashed previous election cycles.

More than 17,000 votes were cast in the in the election in which all four council members were vying to protect their seats. The last Staunton election for all four members was in 2016 in which fewer than 7,000 votes were cast. One Virginia political analyst, Chris Graham, of the Augusta Free Press described the results as "stunning almost beyond words."

Election analysts and representatives of the August County Republican Committee agree that the unpopular gun legislation and Northam's response to COVID-19 factored into the GOP shellacking in Staunton this week.

"I’m rarely shocked by something that happens in politics, but I have to admit, I didn’t see this one happening," Graham said in a post-election analysis.

"This turning point for the city shows that the citizens want a change in their government," Austin Armentrout of the ACRC told Townhall. "Many people are getting involved in politics and making their voices heard around our country, and it is resulting in Republican victories. The Staunton City Council Election was one of many in the Commonwealth of Virginia that show a growing momentum for Republican candidates that will carry through into November when President Donald Trump and Congressman Ben Cline [R-VA 06] are re-elected."

With Republican victories in California and Virginia already on the books for 2020, Democratic Party operatives will be forced to look at how to reach voters clearly frustrated with state lockdowns that are almost entirely perpetuated by Democratic governors. Likewise, Democratic congressional candidates and incumbents must stand behind their actions during the last two years in which they pushed an unfounded impeachment of the president and blocked attempts to help Americans during the pandemic.

In Virginia, True the Vote filed a preliminary injunction to stop the Virginia State Board of Elections from designating everyone in Virginia as “disabled” as a means to illegally allow all voters to request an absentee ballot, even though current law passed by the Virginia State Assembly prevents them from doing so. This action will result in disenfranchisement of voters, since Virginia election officials are not equipped with the resources needed to handle a mass influx of mail ballots, and they do not have procedures in place to guarantee that all eligible voters will receive a ballot.

To date, True the Vote has taken legal action in New Mexico, Nevada, and Virginia, with plans to engage in more states as necessary, where groups are taking steps to usurp the rule of law and remove critical safeguards that guarantee free and fair elections.

Top Ten States with Covid Infections include almost half (4/10) Republican governors. These are the current restrictions in place in those four states: If you take a look at them, Republican governors are also "perpetuating" restrictions. The big difference between the Republican and Democratic-led states is the relentless right-wing clamor on social media that magnifies the restrictions in Democratic-led states and ignores the similar restrictions in Republican-led states. May 19, 2020: Massachusetts

Governor Baker issued COVID-19 Order No. 33, effective immediately. The order permits the opening of certain businesses beginning on May 18, 2020, which include:
Essential services
Manufacturing
Construction
Places of worship
Firearms retailers and shooting ranges
Additional other businesses may open beginning on May 25, 2020, including:
Businesses operating in office spaces
Car washes
Hair salons and barber shops
Pet groomers
Drive-in Movie theaters
Laboratories
Certain indoor recreational facilities and actives

The order requires any business operating in Massachusetts to develop, train, and implement social distancing protocols and perform regular cleaning and sanitizing, among other measures, including:
Provide signage indicating appropriate social distancing
Require face coverings for all employees
Regularly sanitize high-touch areas
Clean and disinfect if an employee is diagnosed with COVID-19

Businesses able to open now that were not open before must certify their compliance with the general requirements and any sector specific rules enacted by the Director of Labor Standards and post on their premises all public notices and advisories required under this order.
Additionally, under this order, gatherings are still limited to 10 people


May 18, 2020: Texas


The next wave of business reopenings under Governor Abbott’s Executive Order GA-21 began today, allowing gyms, nonessential manufacturing, and work offices to reopen at 25% capacity with social distancing guidelines.

Governor Abbott held a press conference today detailing the next phase of reopening Texas. The Governor announced that childcare facilities, youth club services, and massage, personal care, and beauty services can reopen starting immediately The Governor also said that bars, wine tasting rooms, breweries, bowling alleys, skating rinks, zoos, and aquariums can resume operations on May 22 at 25% capacity. Restaurants opened in the previous phase can expand to 50% occupancy on May 22. Youth camps and some professional sports, including golf, auto racing, baseball, softball, tennis, football, and basketball, can return on May 31. Schools can offer summer school starting June 1.

Governor Abbott also stated that some counties will be delayed in entering phase two, including El Paso, Randall, Potter, Moore and Deaf Smith Counties, because of the continued increase of infections in those areas.



May 15 Florida


Governor DeSantis issued an Executive Order extending the Phase-1 Reopening Order to Broward and Miami Dade Counties, effective at 12:01 am on May 18, 2020. Governor DeSantis also issued Executive Order 20-121, which extends the Mortgage Foreclosure and Eviction Relief Order, Executive Order 2020-94, until 12:01 am on June 2, 2020.

May 1, 2020:

Governor DeSantis issued an Executive Order implementing Phase 1 of the previously announced plan for re-opening the economy. The Order takes effect at 12:01 am on May 4, 2020. Miami Dade, Broward, and Palm Beach Counties are excluded from the sections of the order which permit the reopening of previously restricted businesses and services. Pursuant to the Order, all persons in Florida must stay home, except to provide or obtain essential services or activities. Vulnerable individuals are strongly encouraged to stay home.

The order extends the required airport screening and isolation, and self-quarantine measures for certain travelers, and the continued implementation of checkpoints on roadways as necessary. Elective surgeries may resume, and restaurants may allow on-premises consumption of food and beverages, as long as they implement social distancing measures, and limit indoor occupancy to 25% of indoor capacity. In-store retailers, museums, and libraries may also open subject to, among other things, the 25% capacity requirement. Gyms, fitness centers, and vacation rentals are not authorized to reopen under the Order.

Governor DeSantis issued a separate Executive Order expressly extending Executive Orders 87 and 91, the vacation-rental-closure and stay-at-home orders, until 12:01 am on May 4, 2020.



May 14, 2020: Maryland

On May 13, Governor Hogan announced he is lifting the statewide stay-at-home order, replacing it with a “safer at home” policy that relaxes a number of restrictions, effective 5pm on Friday, May 15. Some nonessential retailers will be allowed to reopen, including clothing and shoe stores, carwashes, and bookstores. However, they must remain at maximum 50% capacity, and employees must wear masks, in addition to other social distancing requirements. Barber shops and hair salons may reopen by appointment only, and manufacturers may resume operations.

Many restrictions remain in place, including limits on gatherings of more than 10 people, and for nonessential businesses not included in this Phase. Additionally, the policy allows an opt-out for localities, and some counties, notably the D.C. suburbs, have already decided it’s too early to enter Phase One.
