I've checked the Los Angeles Times, The Los Angeles County Registrar of Voters and KTLA. This is NOT a story of a rigged election, which is what the OP is trying and failing to create.

New ballots will be issued. But this type of non-story is Cons love to show as proof of something that does not exist.

You're missing the biggest issue with massive rushed vote by mail being human error. Faulty ballots are being mailed out all over the country, so this isn't an isolated event. And with so many problems across the states just getting out the correct ballots it does leave a ligament concern on how ballots received will be processed and by whom. We still have counties determining the process on ballot validation.
Liberals keep defending massive vote by mail on the basis of a handful of states, but what's never mentioned is the process the handful of states went through in preparing to switch over to massive vote by mail. Democrats tried to rush through a new system for the Iowa primaries and it was a disaster with few understanding how to process votes...and this was without the added issue of COVID.

All Registered Voters in California have received their Vote By Mail Ballot (V.B.M.) Only Registered Voters received those ballots, claims of "Unsolicited" Ballots are lies on the part people desperate to believe them.

In the envelope with their Sample Ballot, was a list of Legal County Site for Ballot-Drop Off Ballot Boxes. A similar list was also included in the Vote By Mail Ballot.

Voters can also drop their V.B.M. Ballot at their Polling Station, and if they so choose they vote in person. All the Voter has to do is "Surrender" their ballot to the Clerk at the table where their polling station is, the Clerk will write "Surrender" on the ballot and issue the Voter a new ballot.

The V.B.M. Ballot can also be dropped off at the Registrar of Voters (ROV) Office in person.

The only attempt to rig the election are the CAREP who put fake Drop-Off Boxes and have been busted for it.
