Lie #1....
1. “Gun laws save lives. Consider the federal assault weapons ban. After it became law in 1994, gun massacres – defined as instances of gun violence in which six or more people were shot and killed – fell by 37 percent. The number of people dying from mass shootings fell by 43 percent. But when Republicans in Congress let the ban lapse in 2004, gun massacres more than doubled.”
Robert Reich is referencing a non-academic study by Louis Klarevas. There are numerous problems. First, Klarevas doesn’t even try to separate out the very few attacks where military-style assault weapons are used. Without any explanation he also uses a nontraditional definition of mass public shootings by defining them as occurring when 6 or more people killed. The traditional FBI definition for 30 years from the 1980s to 2013 was 4 or more people killed.
If one uses the FBI’s traditional definition, during the assault weapons ban 30% of the attacks used a semi-automatic rifle (6 of 20 mass public shootings involved a semi-automatic rifle). For the ten years after the assault weapons ban, the rate of attacks using a semi-automatic rifle was actually lower, 24% (8 of 34 attacks). Klarevas doesn’t look at the share of attacks that used these weapons and instead looked at the total number of cases. This ignores that there might be other factors that determine whether the rate of these attacks occur, but even if one looks at the total number of attacks, there is no doubling of massacres. The number went up from 6 to 8, a 33% increase. The highest rate of using semi-automatic rifles is in the ten years before the ban (9 of 17 or 53%).
