The USA has imposed sanctions on North Korea. Trump supports these sanctions, and has lashed out against China when the Chinese have been soft on enforcing these sanctions.
It remains to be seen whether Putin's puppet will risk angering his pupeteer as Russia is said to be undermining the sanctions against North Korea, the Washington Post reports today:

And Ukraine is selling rocket engines for ballistic missiles to NK. American taxpayers have to pay for Ukraine, not for Russia though.

NYT:
North Korea’s success in testing an intercontinental ballistic missile that appears able to reach the United States was made possible by black-market purchases of powerful rocket engines probably from a Ukrainian factory. Government investigators and experts have focused their inquiries on a missile factory in Dnipro, Ukraine.

Experts believe it is the most likely source of the engines that in July powered the two ICBM tests, which were the first to suggest that North Korea has the range, if not necessarily the accuracy or warhead technology, to threaten American cities.

We shouldn't be surprised if we not too far off hear some actual news along the lines of "Russian tanker bound for the DPRK suffers catastrophic accident; oil slick spans hundreds of miles." After all, accidents do happen.

So Trump is going to do nothing about either country? That's some defense: "My favorite politician is even weaker than you think!"
