For decades, especially after WWII, the USA negotiated Trade Treaties that favored the other Country.

We did it on purpose. Countries like China were trying to join the 20th Century and were at a distinct disadvantage. We could have crushed them economically if we tried to but -- We didn't want to. We WANTED them to succeed, so we gave them very favorable trade deals

After WWII we did the same thing with Germany, Italy, Japan, the UK..... Everybody that got their asses tore up in the War.

Hell, we practically gave away the Farm with the Marshall Plan. And what thanks do we get from the Euro-Weenies??? AND Japan

While we're giving away the store, while we're spending TRILLIONS protecting them from the Russians, they're geting fat as hell, giving their people free Health Care, Months of vacation -- Paid. Years of Maternity Leave -- Paid. Unemloyment benefits that we would kill for ---

All paid for by the American Taxpayer.

Same thing with China. When they were an emerging Market, we let them sell their stuff here with practically no duty on it. Even though it meant bankrupting American Industries and putting millions of Americans out of work.

Mexico is no different. They're always crying 'poor' and we're always trying to pull them out of their poverty. Been that way for over a hundred years.

"subjecting imports to tax" is what Trump promised to do with some imports. Clearly Ryan and Trump are on the same page on this.

Mercantilism is what built the great economies of Europe and would still benefit the developed economies of the world at the expense of the developing economies or the world.

In theory free trade takes place on a level playing field, but when a developed country with higher wages, strict regulations on labor practices and the environment competes against a less developed country which has none of these, there is no level playing field and it will always benefit the less developed country at the expense of the more developed country.

Mr. Trump has said that as president he would “rip up” international trade deals such as the North American Free Trade Agreement, withdraw from the World Trade Organization and sharply raise the tariffs charged on goods imported from China and Mexico. As president he could pretty much do it. And there’s very little Congress can do to stop him, even if the result is a costly trade war.

What Trump doesn't know -- probably because he didn't borrow Khizr Khan's copy of the Constitution -- is that his ability as President to impose a tariff exists only because Congress has delegated that authority to Presidents. What Congress giveth, Congress can taketh away.
