Well, it's obvious that you've never served in the military. If you did, you would know that once an officer passes the rank of O-6, their promotion to the general/admiral ranks is voted on in Congress. So, they have to engage in politics if they want that promotion.

Never release two times as many terrorists as you have soldiers to do a pullout.
