Our "Off Station Training Flights" for the Air Force went to places that were designated before hand and used on a regular basis. And usually to a Military Base of some kind. For instance, before Coors was nation wide, our "Off Station Training Flights" to Peterson Field was always returned with pallets of Coors Beer as cargo purchased by the "Crew" at the Class 6 store. Not 6 packs or cases, Pallets owned by the Squadron itself through donated funds. Then there were the flights the Navy makes to Grand Junction, Colorado even today where they get a little Rest and Recreation between their Mountain Flying Training. If you have to do something, you just as well do it and have fun. But stopping in at a small base in Scotland for a RON (remain over night) and refueling with a bird that has essential almost unlimited fuel range really can't be justified. Someone had to give the order for it to happen unless it's an emergency landing. And since it's happened more than once then that means it's not an emergency. Whomever originated that order needs to be fired, court martialed, heavily fined or some kind of response. Figure out just how much gas, time, etc. and expenses and charge the guilty party and make it public.
