DACA recipients are in deportation proceedings that have been delayed, and by so doing they are granted work authorization. Is it legal as to what Obama set as an Executive Action? Probably not, but until it goes through the court system he did do it on an individual basis since each applicant had to be approved, (which is required by immigration law).
