Sadly, Congress has continually refused to establish legislation to deal with the classification process. As a Sergeant First Class with access to Top Secret material, I frequently classified documents as Secret.

Comey was the head of the FBI. He makes items classified. He knows
what is considered classified materials.

When he gave out info that he knew would be marked classified at
best he was guilty.

Because I always thought "classified' had something to do with national security, and confidential had something to do with 'between us, but not nationally significant'. Gowdy is confusing CYA with Classified. You'd think he'd know better after all these years of witch hunting.

Confidential is a level of classification just below Secret and just above For Official Use Only.
