Sure there is. It was cleared by the armaments crew to be safe. Not being a gun guy, he took their word for it. May not be a great excuse, but proves your statement to be false.

Actually, that was the scene being shot........pardon the pun.

He was to "shoot" at the camera.....which means they were getting him faced the camera shooting at the bad guy.

BUT.......even when doing something like that....pointing a "blank" gun, it's NEVER supposed to be pointed at any actual person.
It's to be aimed above them, below their feet, or to either side of them. Baldwin knows this, yet he pointed it DIRECTLY at a person.
