no, they AINT necessarily illegal. Tens of thousands of ordinary Americans own them. IMAGINE THAT. There's a Federal background check,a $200 tax stamp (for each "can") fingerprinting to be done, it takes a 6+ month wait. then you can make your own, or have any shop do it, for about $100, not the $1000 or so charged by most makers of silencers. search youtube, plenty of videos there about silencers and the guns "wearing" them.
