I think no one is arguing anymore whether Joe Biden uses teleprompters when giving live interviews. He is simply reading someone else's answer to the questions - he himself does not provide an asnwer.

At first I was ambivalent on whether he was using them or not. Obviously he was using notes, but so do other people. So reading off of notes, when talking on a broad range of topics, does not mean you are not capable of thinking for yourself.
However when we now see the 100% evidence that he is using teleprompters (WHOLE other thing than notes) which means he is reading someone else's opinions and answers, that is HUGE. That is beyond troublesome. That literally means you are electing handlers and not Biden himself.
