So is "a national nonprofit, non-partisan organization" really "non-partisan"??

Would someone who defends Obamacare please explain how if a non-profit organization can get earn $1 million of tax payers money to promote a political driven
law, i.e. ACA can still be :
A) Non-Partisan
B) Not have to pay taxes on a political campaign expenditure, i.e. non-profits are not be be given tax exempt status if they are lobbying for a specific act, i.e. ACA!

It is a political thread asking why tax exempt status is given to a company promoting a political (as Obama has said in his own words.."political thing"!).
