Nope. I don't know about your state, but my state requires proof of residence in order to register and proof of ID in order to vote. Those are not the same.

Well individuals are also registered voters. They do check registration also. The ID is just to verify the name. Then the next step is to see if that name is registered to vote. So once registered then it just a matter of matching the person to a name in the registar. Tedious work.
if no name in registar then the vote should not be counted.
