Since the peoples in many countries are mixed, and in many states they are simply occupied, for example, dictatorial Belarus occupied eastern Poland, Pashtuns occupied Tajiks, Uzbeks, Turkmens and Hazaras, China occupied Tibet and Uighuristan, and so on, a model is possible when on one territory has 2 or more jurisdictions of different governments.
