the whole country has a chance of a natural disaster,,

Not every state is Oklahoma with tornados constantly blowing through. Not every state is Florida with yearly hurricanes. Not every state is California with high risk to earthquakes and wild fires.

you do realize natural disasters dont understand state lines and borders dont you??

wasnt the worst tornado in history in Ohio??
and what about all the hurricanes that ravaged the entire east coast and gulf states???

sorry but natural disasters that destroy houses happen in just about every state,,,
 
not seeing in the article where it says the government is building them for people that houses were destroyed,,

please advise??

Maybe if we stopped making houses out of wood in disaster prone areas......

Woods plenty strong if they use proper building techniques.
When the roof comes off you're pretty well fucked. That opens the house up to catch the wind and the rest of the structure is toast.
There's houses on the beachfront that have been built to the proper codes in Texas and they're left standing and they're made of wood since it's not really feasible to build with brick on top of wood pilings, while the older homes get flattened. And wood has the ability to flex a bit before breaking.
Of course this type of construction raises the cost of the home radically.
