Quid Pro doesn't stutter. A person with a stutter can complete a thought, they just have problems pronouncing certain sounds. Quid Pro doesn't finish sentences, makes up gibberish words, stares vacantly and freezes, shakes hands with invisible people, and needs a caretaker 24/7 to tell him where to walk, where to stand, when to not wander off, and what to say. If they can somehow find a way to limit it to Trump and still shield everyone else, it'd be doable, but if it goes to court it's hard to control some of it.
