Poisoning someone who dies is murder one. Sending a poisonous letter to a celebrity is almost the same. Who knows how many people died as a result of one of these people?
Murder is murder. Check State statistics for the # of murders committed in that state and multiply it times the population. That's how you determine regional culpability. I'm not sure what that is, so I will try and find a statistic.

New Mexico was 7.5, Illinois was 5.6, Michigan was 6.2, Pennsylvania was 5.0, Mississippi was 8.0, the District of Columbia was 17.5, Maryland and South Carolina tied at 6.8, Louisiana was 11.2, and California was 4.8. Puerto Rico, which claims better race relations than the USA, was 30.6.*
