China is to blame for lying to the rest of the world about the severity of the virus...so yes...China is to blame for the number of deaths in places like Italy and the United States. When you cover up a pandemic and do things like ban travel from a stricken area like Wu Han to other parts of China but allow travel from Wu Han to other countries...then yes...you are to blame for the resulting rapid spread of the virus!
