^This. It will put the destiny of the States back in States hands, lend more credence to the 9th and 10th Amendments as well (as they are being ignored). The Founders never intended to have both houses of Congress voted in by popular vote . The progressives 100 years ago knew what would result... centralized government...and we are living in it now.
