The first part was lame and the closing was lame but in the middle of that was pretty funny. I would think Reagan, the only real actor in the whole skit, would have done better to grade on the curve. In the method he chose those problems would indeed arise. He could also have used the method where one kid in class had all books and tutors, even the answers, before the test. The teacher would come into the classroom, drop the test on the desks, and depending on the student's score the student would get more books and more tutoring time.

Last couple years of his presidency he declined rapidly.
