Didn't Øbama? The Obama Foundation paid the National Archives to remove documents, including classified documents, from unsafe storage in a warehouse and move them to safe storage.

Every President since the PRA became law has had disputes with the Archives over documents and they always negotiated, sometimes for many years, about who should hold those documents.

Nothing in the PRA authorizes DoJ involvement, there is no criminal element in the PRA. At most, after negotiations, the Archive can ask a District Court to settle any disputes. Period.
