At any given time some vanishingly small percentage of CO2 is radiating because the time between collisions and energy transfer via that pathway is about a billion times smaller than the time it takes a CO2 molecule to absorb energy and emit a photon...and even when they are emitting, they aren't emitting towards the warmer surface of the earth...the fact that there is no tropospheric hot spot confirms that fact. Were CO2 capable of the magic that you warmer wackos believe it has, then there would be an ever growing, ever warming hot spot at the top of the troposphere....there isn't because the mechanism you believe to exist....doesn't.At any instant in time, both the CO2 in the atmosphere and the Earth's surface are radiating IR.
Shit, you don't seem to realize that diagrams like Trenberth's are instantaneous rates.
