People are less and less willing to work, and when you make *safety* and *feelings* of #1 primacy... you end up with a schizophrenic population. Safety first = accepting that someone else cares more about your safety than you do.
The unintended consequence of telling people that nothing is more important than their safety leads them to engage in stupidities like walking out into the middle of busy intersections, while making the assumption that everybody else is on the same page..i.e., that their safety is #1 priority.
