Clinton indicated the consequences North Korea faces if it pursues its drive to become a nuclear power.
"We would quickly and overwhelmingly retaliate if they were ever to use, to develop and use nuclear weapons," the president said during an interview with NBC News. "It would mean the end of their country as they know it."
And in his speech to the legislators, Clinton said, "We cannot let the expanding threat of these deadly weapons replace the Cold War nightmare of nuclear annihilation. And today, that possibility is too real."
If North Korea persists, Clinton said, "We are resolute to take additional steps."
Administration officials said he was referring to possible economic sanctions against North Korea through the United Nations. For that, the cooperation of China, which sells oil to North Korea, would be crucial, the Clinton administration official said.
