Mexico will most likely be paying for his wall. He almost certainly will be speaking before big corporate America and identity, race, and abortion groups like CAIR, La Raza, and Planned Parenthood. I also think it very likely that he will be paid to speak before business or even government groups funded by the Mexican government, as a thank-you for his lax border controls and mass granting of illegal amnesty. If that happens, Obama could be said to be using Mexican money to pay for his border wall.

Of course, there's also the possibility that you're paying for it. The White House’s fiscal 2017 budget requested $9.5 million for costs related to fund Obama’s transition out of office. Secret Service protection for life is not included in any of those spending numbers; they’re just pension and benefits. He could build one hell of a wall for that $9.5 million he got.
