The wall pictured is still under construction. The space between the brick piers is going to be filled in with steel slats, and will be approximately 8-10 feet high when finished.

Property owned by the government isn't private property. It's public property. A private property owner can set all kinds of rules for what goes on on their property that the government cannot. The government must abide by the Constitution, private property owners are under no such restriction.
