INS needs create a computerized system to keep track of people who have entered on visas and did not leave according to the maximum time period allowed in the visa. That way, if someone violates their visa agreement, they can be tracked down, deported, and never allowed to enter the US again.

It's actually a very simple system, a visitor with a valid visa to the US will have their passport scanned electronically upon entry at a US airport. Once that occurs, the timer goes off which is based on the type of visa and the duration of stay it allows. If the person leaves accordingly, then the passport is again scanned upon departure and will cancel out the "timer". If for example, a visa has a maximum 30 day term, and there is no indication the person has left the US, the appropriate authorities will be notified. Whether the violator is caught or not, they will have a record and will never be eligible for entry into the US or any kind of permanent resident status, such as a Green Card, work visa, or student visa. This alone will greatly discourage visa violations and a big chunk of illegal immigrants abusing the system.
