The word is not "obstruct" but "Check".

The President is a check against the Congress. The Congress is a check against the Judiciary, and the Judiciary is a check against the Executive.

This is known as 'checks & balances'.

That is accomplished by obstructionist tactics. We need a government that gets almost nothing done outside of funding the police and military as well as building physical structures such as roads, walls, and buildings etc.
