The limits on Congress' legislative powers. Congress may not enact any old law it wishes. It may only enact laws necessary and proper to carry into execution its enumerated legislative powers.

Do you understand the above? Capitalism is an economic system owned by private citizens. Period. If there is a system in place it isn't anarchy and you need a government to secure it. That's done by creating and protecting borders, having just laws, military, police, fire, emergency. All things necessary for a functioning system.
