Yes, by all means, wait until the coral ecosystem is dead, then say, " Well, maybe they were right". The problem here is that if the money is spent, and we find that the reef was resilient enough to survive without that spending, then we are out that money. But if we don't spend the money, and find that the reef fails to survive, we are out that reef, and no amount of money is going to bring the reef back.
