The Obamacare website was designed by a private corporation, with some material from other private businesses, working on a government contract. Since the website was designed by a successful private software development corporation, it should have been good. It is a corporation which has a reputation for good work, and software developers are very experienced in developing business websites.
So why did respected private companies do such a bad job? It beggers the imagination.
My guess, and more data is needed, is that the private company which designed the website is conservative in its politics, and deliberately designed a bad Obamacare website so that Obama and movement towards universal health care would be blamed.
