Why should he debate under Harris' rules, and a media that is sure to spend the whole time with fake "fact checking," and then - no matter how it goes - spend the next several weeks talking about how brilliant Harris was?

He called her bluff. Reversing the same tactic they threw at Him for the Biden debate. They put so many caveat's on that debate, they were sure He'd refuse.
