Women back in my day were taught that hair spray (and other aerosol's like deodorant, bug spray, perfume) can be used as a ranged defensive weapon. (For the record, if they're so drugged up they ignore the painful spray in the eyes, whack their knuckles with the can and continue to try to get away, if they get a good hold on you, then you're better off destroying your manicure with eye pokes - if you have fake nails you can actually break them off in the eye socket; you want to push the nail sideways with a jerking motion, hopefully it'll be enough sheer stress on the edge, which is the weakest part, that the nail will peel right off. Do not attempt to break your fake nail off in an up and down motion, the curve of the nail forms an arch, one of the most structurally sound shapes out there. Simpleton version: up and down is very likely to take your natural nail off rather than break if you use any kind of decent glue >.< FYI a metal nail file is one of the most lethal and effective defense items for a lady. A mascara bottle lid [the narrow end] thrust into the eye or small of the throat is also quite effective. )
The BBFC (Britain's version of the FCC) doesn't allow aerosol flamethrowers to be shown in video/movies rated under "18" because of how likely it is to cause injury and death.
There is a possibility, depending on whats in the can, that the flame will unevenly heat the can and rupture, effectively becoming a bomb or, perhaps worse in the particular situation of a crowd, an [uncontrollable] "gas cylinder rocket" that could impact and burn many people.
There is a much higher possibility that the flame will melt the plastic sprayer bit thus creating a uncontrollable flame situation which can heat up the can to the point that the user can no longer hold it, and/or it explodes sending out metal shrapnel and essentially becoming a crude grenade.
The [burnt] gas emitted is often toxic if breathed. Note most modern aerosol cans use fluoroethane as a propellant source as it doesn't harm the environment, in standard form it typically just gets you high (though it can asphyxiate folks with breathing difficulties), but burning it converts it into toxic forms. [ FLUOROETHANE ] Another common aerosol gas is difluoroethane, which has a similar risk situation; can get you stoned but when burnt converts to toxicity [ https://dps.mn.gov/divisions/bca/bca-divisions/forensic-science/Documents/Difluoroethane MSDS.pdf ] Note there are other gasses used in aerosol products, nearly all of them have the same toxic nature when burnt.
So in the end an aerosol flame thrower can /easily/ be considered a ranged weapon and chemical weapon guaranteed, but also as a bomb, shrapnel grenade, or rocket depending on random circumstance and user "error" (which in this particular case is actually user intention.)
