A television set refers back to the original late 50's when TV's use to have multiple components to them, I.E antennas and carts and light bulbs. These are what made a TV work the antenna is what brought the TV signal in much like a radio which is also use to called a set.

Because years ago switches to turn lights on were rotary, you turned them.

And with phones, you HUNG the ear piece up to hang up.
