Apr 10, 2013 (CIDRAP News) – The US Centers for Disease Control and Prevention (CDC) takes a hit of about $270 million in the Obama administration's proposed fiscal year 2014 budget, including significant cuts to biodefense and emergency preparedness programs, officials revealed today.
CDC Director Tom Frieden, MD, speaking at a Department of Health and Human Services (HHS) press conference, said the "overall program budget would come down by about $270 million" under the budget proposal, compared with spending in fiscal year 2012.
Total spending for fiscal year 2013, which ends Sep 30, has not yet been determined, in the wake of "sequestration" cuts that took effect in March. Richard Hamburg, deputy director of the Trust for America's Health, a nonpartisan advocacy group, said legislation passed in March gave agencies 30 days to present their spending plans for the rest of the fiscal year, and HHS has not yet presented its plan.
"We see the future; we haven't seen the present yet," Hamburg told CIDRAP News. "Any time you're releasing a new budget before spending for the current year is finalized, it makes it a little confusing."
The 2014 HHS budget summary, released today, lists $1.33 billion for CDC biodefense and emergency preparedness activities, down $48 million from the 2012 level. That includes $658 million for Public Health and Emergency Preparedness grants to the states, an $8 million decrease.
Also, the proposed allocation for the Strategic National Stockpile of emergency medical supplies is $510 million, which is $38 million less than in 2012, according to the budget summary. And the listed amount for the CDC's core preparedness and response capability for public health emergencies is $166 million, down by $1 million from 2012.

But Jindal's talking about one portion of what the CDC receives annually -- $517.3 million over the past five years, or about $100 million a year. The CDC has a budget of $6.85 billion (which still reflects budget cuts from the sequester). The money spent on the community transformation grant program is a small slice of the CDC's total budget.

Second, it's not an Obama-era innovation for the CDC to be focused on trying to get people to live healthier lives in order to reduce the incidence of chronic diseases. Long before Barack Obama even entered politics, the CDC had a National Center for Chronic Disease Prevention and Health Promotion. Here are doctors from the National Centercontributing to a 1993 report titled Measuring the Health Behavior of Adolescents: The Youth Risk Behavior Surveillance System. Here's a 1999 CDC report from the National Center titled "Physical Activity and Health," which encourages people to exercise. Here's a 2002 report -- yes, it was completed during the Bush presidency, after 9/11 -- on the effects of secondhand smoke, with contributions from the National Center.

So there's nothing new about the CDC paying attention to health problems that aren't spread by scary viruses.

There is surveillance done through epidemiology that will mitigate the exposure, act as an early warning system, and result in a better prepared public. This is public health under the HHS department. It is often the first target of budget cutters.

That being said, you're right about one thing..anyone politicizing the outbreak and the deaths are pretty ignorant of what happens when a non-native disease affects a population. The first group of first-responders are unaware of the strength of the virus, bacteria, agent, etc... The second group learns from the first group's mistakes and containment becomes more fortified.

In 2006, Democrats swept both houses in the midterm elections. They held on to the House of Representatives until 2011, the Democrats still retain a majority in the Senate. The drop in funding coincides with Democratic possession of one or both houses, and has continued dropping. So tell me, whose fault is it again? Your chart doesn't even show who cut what.

Now, unlike Ebola, your kind of rank stupidity has already infected millions.
 
Besides, between 2001 and 2010, the CDC budget more than tripled. In 2011 when sequestration began, the budget was cut by more than half. Lets try to keep up Carla!
