Actually, many are. But most of them are controlled by Strongman either near or complete Dictators and even then they can't completely stop it. Putin just poisons his adversaries. In Baleuse, they just disappear. In China, they have tanks. In North Korea, they use all of the above and more. Even then, they still can't completely stop it.

If you want to see a major Democratic Controlled City that works in this regard, check out Newark, NJ. It's not done by the Cops ignoring crime, terrorizing the citizens, defunding, federal agents or having riots. They have peaceful Protests and guess what, the Cops and the Mayor march WITH the Citizens. I watched a good bit on it on PBS and Newark actually a marriage between a federal overwatch program created in 2016 by the Obama Admin and the City of Newark. Plus, they have a civilian group of people that are on the streets that try and stop the crime and discontent before it reaches criminal levels. And it works. When something comes up that is handled by the traditional Police, often times, they call this community Social Group to handle it and it gets defused. And they did it without "Defunding" the Police Department although, part of the cost did come from the Police Department's budget. about 5% of the Cities Public Safety budget goes to pay for it so every agency was tasked to pay for it. But all agencies directly benefit from it.

Newark is far from perfect but it's closer than all the other Large Cities. And that program is on the Rump Chopping Block and that is exactly what most of the Peaceful Protesters are demanding. Well, except for Newark where they are protesting in support of it.
