Obama has already given himself more power than any President since FDR, dude.

Obama refuses to allow any targets to be hit in ISIS controled territory unless they get audio confirmation from the White House to execute. About 40% of our sorties come back with full loads of bombs that were not used. Up to 75% of the planned targets are not given permission to be hit.

The problem is not Congress, it is a feckle and limpwristic POTUS.
