I agree, we should do what the Japanese did with Hiroshima and apply it to Detroit. Massive government subsidies and throw in Universal Healthcare for good measure.

The "socialized" medical system in Japan is NOT like it's European counterparts. Everyone is "required" to buy government or private insurance, but that does not guarantee access to a doctor. The assignment of doctors is done by the universities. Big city hospitals have "relationships" with the schools, they get doctors. The small towns don't. Also, if you don't pay for the insurance you don't get care.
If you are over 70 years old your health care is free, all others pay either 5% or 10% of their income based on how much they make. No one gets a free ride except for the old (I almost qualify!) If you go to the hospital without a valid card, sorry, go somewhere else will be the reply. There is NO law saying that a hospital must treat you. I know of a half dozen cases where 6-7 hospitals have refused heart attack victims and the patients have died as the ambulance goes from hospital to hospital.
Also, there is no centralized "control". Nobody is keeping track of where medicines are needed, and the earthquake showed what a huge problem that is....
