It has of course an Arab minority who have citizenship rights, but the specific way in which land is owned in Israel is predominantly that the Jewish Agency purchases land on behalf of the Jewish people and then leases it out to its Jewish citizens.Arabs cannot have access to that land that's owned by the Jewish Agency.
