Because, as it notes elsewhere in the document, it assigned all land that was not Jewish land as "Arab land", including crown lands, waste lands and unused land.

Since the Mandatory power technically had no right to own/possess any land in Palestine, "crown land"(aka military bases and installations), "waste land" and "unused land" defaulted automatically to the indigenous native population of Palestine. The UN were quite correct in that regard.

The map was based on the Survey results, which were reiterated in the UN Partition Resolution documentation, A/364.

Not only, the Colonial Office expressed a clear interpretation that there was not to be Jew rule over non-Jews.

"It, however, excluded in its own terms "the disappearance or subordination of the Arabic population, language or customs in Palestine" or "the imposition of Jewish nationality upon the inhabitants of Palestine as a whole", and made it clear that in the eyes of the mandatory Power, the Jewish National Home was to be founded in Palestine and not that Palestine as a whole was to be converted into a Jewish National Home."

The British kept their promise to the Zionists. They opened up the country to mass Jewish immigration; by 1948, the Jewish population had increased by more than tenfold. The Jews were permitted to purchase land, develop agriculture, and establish industries and banks. The British allowed them to set up hundreds of new settlements, including several towns. They created a school system and an army; they had a political leadership and elected institutions, and with the help of all these they in the end defeated the Arabs, all under British sponsorship, all in the wake of that promise of 1917.
