Cities with their large sewer systems are an ideal invironment for rats and other vermin. They provide food, water, and shelter from possible predators.

Smaller cities and towns have smaller sewer systems and many have pipes that simply do not provide what such pests need.

Of course, one cannot ignore politics and the impact large homeless populations have on the food source for rats.
